In the late 1990s, Joan turned her attention to a new line of research by focusing on the way in which the justice system deals with individuals with developmental disabilities. He received the August Vollmer Award from the American Society of Criminology in 2001, and in 2005 he was recognized with the Prix DeGreff award for distinction in clinical criminology by the International Society of Criminology.
